HealthSource RI is the state's new health insurance marketplace where people will be able to compare health insurance plans and enroll in one that meets their health care needs and budget. Consumers will be able to pre-enroll in coverage beginning October 1, 2013, with coverage starting on January 1, 2014. Moderate income Rhode Islanders who do not have affordable coverage available at work will be eligible for help paying for insurance and health care when they buy through HealthSource RI.

Individuals and families who are not eligible for Medicaid and who have income below 400% FPL ($78,120 for a family of 3) are eligible for a tax credit from the federal government to help pay for health insurance premiums.

Consumers can take the tax credit in advance to help lower the monthly premium cost.

Individuals and families with income below 250% FPL ($48,825 for a family of 3) can also receive help paying for expenses they incur when they use health care. These include co-payments, deductibles and co-insurance.

If you're a small employer, HealthSource RI makes purchasing health insurance less confusing. Our Full Employee Choice lets you pick a plan for employees according to the amount you're willing to spend per person. Your employees then select the plan that best meets their needs. If the plan they choose is more expensive than the one you offered, they pay the difference. If it's less expensive, they pay less. You write one check and your employees have access to 7-day-a-week support.

If you employ fewer than 25 full-time workers, offering affordable health insurance may qualify you for tax credits. The credits are worth up to 50% of your premium contribution in 2014 if you're a for profit business, and 35% if you're a nonprofit organization.

low-cost or free coverage through Medicaid is Rhode Island's Medicaid managed care program for families on the RI Works Program and eligible uninsured pregnant women, children, and parents. Members enroll in a participating health plan: UnitedHealthcare of New England or Neighborhood Health Plan of RI.

RIte Share is Rhode Island's Medicaid Premium Assistance Program that helps Rhode Island families afford health insurance through their employer by paying for some or all of the employee's cost.

Medicaid eligible adults who are 21 years or older have an option to enroll in a low-cost or free coverage through Medicaid health plan or enroll in the Connect Care Choice Program. Participating health plans include: UnitedHealthcare of New England and Neighborhood Health Plan of RI.

Connect Care Choice is a health care option for adults who have Medicaid coverage and are 21 year old or older. The Connect Care Choice Program works closely with selected primary care practices to improve access to primary care, help coordinate health care needs, and link to support services in the community.

Medicaid group eligibility that is not subject to the modified adjusted gross income eligibility determination. Includes Medicaid for persons who are aged, blind, or with disabilities and in need of long term services and supports as well as individuals who qualify for Medicaid based on their eligibility for another publicly funded program, including children in foster care and anyone receiving Supplemental Security Income (SSI) or participating in a Medicare Premium Assistance Program.

Katie Beckett is an eligibility category that allows certain children under age 19 who have long term disabilities or complex medical needs to become eligible for Medicaid coverage. Katie Beckett enables children to be cared for at home instead of in an institution.

The RIW Program gives cash assistance for a limited number of months to working families in need of support, as well as those who are unable to work, or in training or looking for a job. RIW cash assistance requires a face-to-face interview.

The SNAP program helps low income households buy the food needed to stay healthy. You may be able to get SNAP benefits within 7 days if your household has little or no income, your rent or housing costs are higher than your income/resources, or if you are a seasonal or migrant farmworker. You will need to participate in an interview over the telephone or in the office before you can be granted SNAP benefits.

GPA is available for adults age 19-64 years of age who have very limited income and resources and have an illness or medical condition that keeps them from working. Sometimes, adults who apply for Supplemental Security Income (SSI) but are not yet determined eligible, can receive GPA benefits while their disability determination review occurs. The GPA program covers primary care doctor's office visits/ health centers visits and most generic prescription medications.

For parents that participate in the Rhode Island Works Program, there is no income limit for child care because if a family is eligible for RI Works, they already meet the income requirements for the Child Care Assistance Program (CCAP). For families not participating in the RI Works Program, eligibility for child care assistance is based on working at least 20 hours per week at or above Rhode Islands minimum wage. Child Care Assistance is only available to families with earnings up to 180% of the federal poverty level for your family size and only available to cover hours of employment. Families may be required to pay a co-payment based on their family size, income level, and number of children.

This program is designed to assist with burial costs when the deceased's estate is not sufficient to pay for burial or cremation.
