Account Notes
What does the "Author" field contain on the Notes page in production? Does it show a last name? User number? Some combination of the two?
The “Author” field displays First and Last Name as author. Then also worker ID in the Worker ID column.
Is there a character limit to Account Notes (the longer field)?
The field permits 2,000 characters.
Administrative Dashboard
In what order are the members of a household listed on the dashboard of an administrative user?
It displays the Primary Applicant on top, followed by household members in order of age.
Appeals
How many characters are in the Explanation for Appeal text box?
The text box permits 256 characters.
Billing and Payments
Is a bill issued by the system when an applicant purchases and indicates he/she will pay by check?
Yes, a bill is issued.
What could someone do who is unable to pay by check or indicate a bank account for payment?
In future releases, credit cards will be a payment option. Until then, customers also have the option to use cash to get a money order from a vendor that handles them (such as USPS).
Children
What is the age at which the incarceration question shows up?
12 years old.
Can minors apply on the Exchange –for example, a 16 year-old single mom?
They can apply on their own. However, they have to undergo manual ID proofing because the Federal Data Hub does not support ID proofing for minors.
Why does the student question only appear for those 18 and under (and not, for example, for college students)?
The answer to the question determines whether or not the system sees the person as a child who should apply in conjunction with parents, or as an adult who should apply on his/her own. If the question about school enrollment is answered “Yes”, an additional question displays asking for estimated graduation date. If an 18 year old is expected to graduate before turning 19, the individual is considered a child. Over 19 - the individual is considered an adult. This information is only used for QHP purposes.
Confidentiality
Is there a medical information release in the system? If so, where is it?
Existing releases are the Consent Information and the Consent for Access to Data fields. These releases are inclusive of any confidential information.
Coverage Questions
Does date prepopulate automatically for date of coverage depending upon when your application is submitted?
It does. For now it is always 1/1/14 because coverage cannot start before that date. However, later there will be more logic depending on the day of the month. It can also be edited to be later if the person wants it to be.
What would happen if members are disenrolled from a plan mid-month? What happens to the remainder of that month's benefits?
The logic is not built into the system at this time but it will be added in December. For 10/1/13 they will be disenrolled and then enrolled in new play for 1/1/14. For later dates, when a household member is removed on or before the 15th of a month, the coverage ends at the end of that month. If the household member is removed after the 15th of a month, the coverage ends at the end of the next month. The one exception to this timing is Death, in which case the coverage ends on the date of death.
What happens if someone signs up in October (for example) for health insurance at a certain rate, and then in November makes a change to a cheaper plan. Would he/she be reimbursed the difference in plan cost for the month(es) paid?
The individual would get a refund from the carrier.
Do renewals of plans occur automatically, year to year?
Medicare/RIte Care recipients are expected to submit an application each year. However, if they do not, they are automatically reenrolled the next year.
Disaster Recovery
What is in place with regard to disaster recovery for the RI UHIP system?
The RI UHIP disaster recovery site is in San Jose, CA. The backup site for InRhodes is in New Jersey.
Eligibility
Is there a way to see a "map" of eligibility decisions so that a worker could explain why an applicant might not be eligible for something?
No calculations are currently displayed in the system.
What happens if an individual was eligible for RIte Care, and then had an income change and needs to select a new plan? Is a notice generated?
Once eligibility is changed, a system notice is sent to the individual.
Federal Data Hub
Does anything around tax dependency get verified by the Federal Data Hub?
Tax dependency does not get verified on the Hub. The system uses whatever information the person provides to determine eligibility.
Household Composition
How many members can be in a household?
15 members is the maximum number of persons that may be built into a single household.
What happens if an adult over 26 is living with parents?
If two unrelated adults are entered in for a QHP application, the system indicates that the individuals should separately apply for coverage.
Notices
Are notices sent out to customers when there is unverified information that needs to be verified?
Yes, applicants receive a notice for this.
Will the system send voter registration notices when an address change occurs?
No, such a notice is not sent.
Are notices created (to the client) when an MCI issue is resolved?
No, there are no notices sent when an MCI issue is resolved.
Small Business Health Insurance Options Program (SHOP)
By which date does a small employer who currently has a health plan in place for which the year ends March 31, 2014 need to make insurance available via the Exchange?
The new plans will be uploaded into the Exchange prior to 10/1/13. The plans are approved for coverage dates 1/1/2014 – 12/31/2014. If someone is already enrolled until 3/31/2014, they can sign up during open enrollment in January and select plan effective date 4/1/2014 since the system allows them to select 3 months in the future for plan effective date.
Social Security Number
What happens if someone does not have a Social Security Number?
He or she can proceed up to a certain point, at which he/she would need to call the Contact Center or DHS office to undergo manual ID proofing.
Are staff able to correct for the incorrect entry of social security numbers when they are manually ID proofing an individual?
There is no way to change a Social Security Number. The individual needs to create a new account.
If a user indicates that he/she has a different name on his/her social security card, what name does the Federal Data Hub verify? Or does it verify both?
The name entered, not the one on the social security card, is the one verified.
System Access and Roles
Is there a role that allows an admin user view only access?
The system does not have this functionality. Only one person (either individual, administrative user, or navigator) is able to be in an account at one time.
Can you log in as an administrative user from home?
From a technical standpoint, it is possible for a person to log in to RI UHIP as an administrative user from his/her home. However, communications will be directed to future users of the system advising that they may access the system only from their work location(s).
Tasks
How long does a closed task appear on the list in the system?
At this time, completed tasks remain and do not get removed from the list.
Verifications
What happens on the back end (if anything) if an applicant indicates he/she is not be filing a federal tax return but in fact should file a tax return?
There is not a back end check performed by the system.
Does clicking Yes on "are you pregnant" create a verification task?
No task is created in the system pertaining to verifying a pregnancy.
After the due date passes for a reported pregnancy, is there any kind of task that is created?
The only types of verification tasks created in the system concern citizenship and income (i.e., the type of items verified by the Federal Data Hub).
